The Colorado Fiscal Policy Institute (COFPI), a nonprofit, nonpartisan project of the Colorado Center on Law and Policy, promotes justice and economic security for all Coloradans.   COFPI is a dynamic organization, leading the effort to resolve some of Colorado's biggest fiscal challenges.  As both a resource and catalyst, the Institute works for changes in public policy through timely, credible and accessible fiscal policy analysis, education, advocacy and coalition building.

COFPI, formerly the Colorado Fiscal Project, was founded in 1996 as an all volunteer coalition of community-based organizations, individuals, advocates, educators and nonprofits.  In 1999, with funding from the Charles Stewart Mott Foundation and the Open Society Institute, COFPI became a permanent project of the Colorado Center on Law and Policy.

Since its inception, COFPI has worked toward the development of adequate and fair fiscal policies that will benefit all Coloradans, especially low and moderate income populations. Through education, fiscal and policy analysis, and collaboration, COFPI informs policymakers, the media and the public about the importance of a fair and equitable state fiscal system.

As COFPI's staff, expertise, and capabilities have grown and evolved, it has increasingly serve as a valued and credible resource to others.  COFPI is also charged with taking on the task of government watchdog-holding public agencies and officials accountable, seeking more transparency in public financing and ensuring that our state’s economic policies are constructed in fairness to all Coloradan.s

COFPI's policy experts give several hundred presentations annually to a wide variety of communities.  Whether by teaching lawmakers about the effectiveness of the Earned Income Tax Credit as a way to lift people out of poverty, educating women leaving welfare and employers about what it really takes to be self-sufficient in our state, presenting research about economic self-sufficiency, working with state officials to improve budget processes and enhance accountability, conducting research on tax, budget and other fiscal issues, collaborating with other organizations to advance sound fiscal policies, or helping advocates and citizens more effectively participate in the policy process, COFPI employs data driven advocacy to protect and enhance the rights of the more than 750,000 low-income people across Colorado.
